Children with Disabilities Education Act is a Must

Girne American University ( GAU) Lecturer Assist. Prof. Dr. Ülkü Pişkin Abidoğlu has made a significant statement about the rapidly growing special needs children and their families.

Ülkü Pişkin Abidoğlu pointed out that special education created with appropriate media and educational materials, particularly for people with disabilities in development areas including mental, who can not benefit from regular education and training, while describing who should receive special training stated that:

 “Those who need special education are able to continue their education with support programs as a result of insufficiency, slowdown or retrogression that differ from their peers due to various reasons before birth, during birth and after birth. Looking at the historical development of special education; common sense have begun to form for individuals with special needs in light of humanistic approach of Renaissance period but since the year 1950 voluntary organizations start to forming which founded by families of children with special needs and efforts began to train teachers in universities to raise professionals on the issue.”

Assist. Prof. Dr. Üllü Pişkin Abidoğlu emphasize that 1970s accepted as a turning point for individuals with special needs in education, recorded in his speech:

 “Free education for children with special needs, giving each child service by preparation special programs, legal regulations related to mainstreaming programs are created with “ Children with Disabilities Education Act “ issued in 1975 in USA and the importance of early childhood education programs is emphasized. Looking to Turkey; we see that especially regulation aimed at mainstreaming implementation legally adopted with law No. 2916 of “ Children in Need of Special Education Law “ effectuated since the 1983’s. “

Abidoğlu stressing that all individuals with special needs went to school together without distinction between Greek and Turkish and explained these school are divided into two parts as school of “ the deaf “ and “ the blind “ nomenclatural in that period and the name of the Kyrenia Child Patient Dorm renamed as “ Idiots School “ with teacher assignment made by the Ministry in 1978.

 “ School has taken its name as “ School of Mentally Disabled “ with intense effort of teachers and parents in 1990. Spastics School in 1986, Hisarüstü Special Education Center opened for pre-school children in 2001, Famagusta Special Education Center in 2006 and Raif Rauf Denktaş Center for the Visually Impaired again in 2006 were put into service.

Special education studies in TRNC

Abidoğlu emphasizing that the work on special education is very new in the historical development in TRNC and pointed out that primarily the need for a law for the size of the study has been made with the objective of expansion and many infrastructure regulation as children’s educational and medical diagnostics availability, to take the training programs, job descriptions of staff who will work in the field, up to the professional mandate can be done by law to be issued.

Much work to be undertaken by the Ministry

Assist. Prof. Dr. Ülkü Pişkin Abidoğlu stressing that also creating the diagnostic tasks in professional roof laws for who will work in the field prevents professional clashes and different professional condition due to shortages in the field and recorded these:
